It is a old papers from 2001
But, it seems that this article appeared in a specific journal of a research institute (Brazilian INPA), but that it was not accessible in 2001 (because internal to INPA). It was only recently that the INPA decided to open its publications to the public. And surely also, to bring out old articles (declassified - public). So even if this article is old, it could have passed "below the radar" for a long time (because internal to the INPA).
