Ok I finally found one at my lfs and I have a couple questions. My water is really hard. Is this a problem. My ph is about 8.0. Also is there anything that I should look for at the lfs thats special to this species.

Use peat to lower pH, or even better, when you change your water use RO or destilled water mix (70:30 with your tap water!)...
When you buy your King Tiger, also buy some frozen bloodworms or live blackworms...

Here in Southern England, the water is quite hard, and although I haven't got L066, I've got several other plecos:
,
,
and
. All of these are supposed to thrive in soft water, but they are, as far as I can tell, doing fine in the hard water.
As long as the fish is acclimatised to the hard water, I'm of the opinion it will be fine.
However, if you plan on breeding it, you'd probably be better of softening the water a fair bit to trigger the spawn...

I have a trio. Here in SD, the water is fairly hard, and their colors appear as vibrant as always, and are quite fat as well.
