hes eyes are like two whait ballons?
It may have banged into things and injured its eyes. Or -- especially likely since you say it affects both eyes -- it may be a water quality problem and/or some pathogen in your tank.
The only realistic thing that you can do is keep the water as clean as possible and be patient. Fish eyes have a remarkable ability to regenerate themselves.
