Just about any aquarium fish would need filtration. Aeration is optional (depending on what kind of filtration you have).

Do you know what kind of catfish it is?

we don't know, what's the name of it, but we will take a picture about it later and scan it:)
we read, with WHAT to feed, but HOW? Is it enough to throw the food inside and thats it?...also, the catfish looks a bit depressed, it just lies beside the waterpump and doesn't touch the food.

Our tank is pretty empty now, does it need a lot of rocks, sand, stone, etc?

Also, can we keep waterturtles (red-eared ones) together with catfishes? Our turtles are still small, so as the catfish (15-20 cm around)

There are about 2500 differet species of catfish, and their feeding habits are about as varied as any other fish. Some eat vegetables, algae, others eat insects, others fish and even wood, so it depends on which one you've got...

Most catfish are nocturnal, and they tend to rest during the day. Laying beside the water pump can also be an indicatin of low oxygen content in the water, or that the water is too warm.

It could also be a reaction on too much light, that it tries to find the darkest space in the tank. Most catfish are "hidey" fish, they don't like being out in the open.

Don't think turtles go well with any fish, they tend to eat/bite the fish eventually. Unless they are vegetarian turtles, of course...

Unfortunately, without a picture, it's pretty much impossible to figure out which one it is, there are too many to choose from. And without knowing which type of catfish (at least the general group), it's impossible to say what the correct conditions to keep it are, or what to feed it, and so on.

What about blue neonlight, we got it with a fish aquarium, do catfishes need any light, or no?

Need light, well that depends on what you mean by "need". In many catfish, they can see quite well in almost complete darkness, so they don't need light for that purpose. Not all tho'.

However, if you want to see what's going on in the tank, YOU may want to have sort of light on it... ;-)

There are of course exceptions, and most don't mind some light, as long as they have some decent hiding places.

Of course, before we've identified your fish, it's near impossible to be specific about it's requirements.

The reasons I suggested for why it's inactive are just SOME of the possible reasons. And with a risk of repeating myself, it's terribly hard to say WHY, without knowing what fish it is. Some fish needs to be in groups, others are best kept alone. Some are by nature very inactive, others are very active. If you have one that is by nature inactive, then it's behaviour may be perfectly normal. If it's naturally very active, it's not normal behaviour. I can't really say until we get it identified at least to a group of fish.
