Help with Albino Cory Catfish

I have two albino cory catfish and the one is about an inch and only has two barbels, the other about an inch and a half and is missing a barbel. Will these grow back and the one that only an inch has he just not grown all of his barbels?

Short answer, yes, their barbles will grow back given time and good water conditions (ie lots of water changes).
However you need to work out why they lost them in the first place so you can avoid it happening again. Water with a low ph or high Nitrate levels can be a cause, but another common factor is the size and shape of the substrate. Gravel or sand with sharp edges will wear the barbles away and make it difficult for them to grow back, so if that is the case you need to change it for something that is smooth and rounded in shape.
