CITES & IUCN Red List

I was just checking out some information over at those two sites and found out that certain species that I thought would be on there are not... primarily the Hypancistrus zebra. Can anyone here shed any light on that? Or am I just not using the site correctly?

H. zebra is not red-listed by Cites or IUCN - it is export restricted by the brazilian government.
There's been several discussions on the subject in the forums, if you do a search for Hypancistrus zebra brazil export or some such, I', pretty sure you'll find it.

I find it rather comical to say the least that they are restricting the export of a fish that they are planning on destroying the habitat of with dams in the very near future. They are protecting the species so that it doesn't become extinct to subsequently build a dam in the very area it inhabits... hmmm
Then again who can ever figure out the mind of a politician or a civil servant.
