Raphael In Trouble

I had a Hara Jerdoni and a Platydoras Costatus (for over 3 months) in a 2 foot tank with a sand,rocks and drift wood set up. The filtration was through a Sobo Sponge Filter that pumped out 600 litres and hour.They were fed Blood Worms,Shrimp and Algae wafers. I added a pair of Tiger / Bengali Loaches. (2 Weeks Ago)

A few days later they started competing with the Raphael for space and he stopped eating. So I got another 2 footer with the same specifications set up and shifted the Raphael and the Jerdoni into it. The day before yesterday, I found the Raphael wriggling along the top of the tank. She seemed to be in great pain and was swimming around the filter. So I put my hand in the water to check the temperature and received a shock. Faulty filter I guess. I immediately switched off the filter. On examining I found she had deep red blotches and some dry white patches under and around her fins and near her eyes. Sorry for the quality but I didn wanna use flash and stress her further.

The Jerdoni is perfectly alright and is eating normally. The last water change was 3 days ago and the other tanks that got the water change seem fine. Now theoretically she couldn have been electrocuted. So what could be wrong with her?????????????????
