spotted cory

i have a new cory, and it goes to the top of the tank, turns on its side and floats there, but when i touch him with the net he dives to the bottom and moves just fine. is this normal?
This is not normal in the slightest - corys (like most [but not all] cats) are bottom dwelling fish.
Perhaps there is a swim bladder problem?
