Plagiarism - Who do I report it to?

Hi all,

I found a really nice article about dwarf cories online (NOT on this site!). But then I realized it is the same article by Hans-Georg Evers in Amazonas (September / October 2013)... and the site I found did not even mention Hans-Georg Evers' name or indicate that they had permission to use his article.

What are the "Next Steps" on something like this? If you can tell me who to pass this on to, please do. I don't want to promote the plagiarizers so I am not posting the link here.

In the first instance, the author and/or the organisation they work for. Only they can categorically identify if it is copyright / intellectual property theft.
