Because it looks like one to me and it's the most common Otocinclus in the hobby

Carolus, look where the poster is from, what is common for Europe and N.A. is not the same as Brazil, for all we know his friend went out to some unknown little river and netted these himself. :)

Might be a Vestitus.... The main difference is the white line between the back of the fish and the black stripe. Hardly any or no white lines is Vestitus.
