Hi Squid
If the "Arm" of the fin is missing then sadley it won't grow back.
Is the injury recent and is the wound still open? If it is then i would watch it very carefully as the wound could easily become infected. As a precaution i would treat the tank with Melafix a treatment i swear by. Just remember and take out any carbon in the tank as it neutralizes the Melafix.

Can the fish swim? If not, then it is probably doomed.
Also, are you sure it's an injury and not an infection?

The fish will adapt. But it may just be a prolonged life.

Hi Squid
I have had a fish with only one fin and never found it to hinder it too much. As long as the fish is able to get food easily and doesn't have to compete to hard for it you should have no problems.

thanks :)
