l400 sale price question

someone (not a pet store) local has L400's for sale for 20.00 us dollars each, is this a reasonable price? this would be metro boston area
I'm thinking of buying 4, they are local so there would be no shipping involved
are they difficult to keep?
I am more of a cory/syno fan but these seem to be really attractive fish
