Looks like young fry to me, which doesn't make the task any easier. Even as adults they can be quite hard to tell apart.

Also, I know that his pair spawns on the substrate... not on the glass or in a pipe... so that also matches up

But Loricaria are not substrate spawners, they are lip-brooders.
