Although there are quite a few 'anglers' on Planet Catfish; have you read the 'About'? in the drop down menu bar, which explains what this site was set up for.
I think that maybe you are after a "Monster fish" angling site.

I also use a pump to get oxigen into the water (10 times a day for 15 minutes).
You need to increase the Oxygen levels to be constantly on 24 hrs a day.

Also have you checked Shanes World article of "The mysterious Red Lizard Catfish" in reproduction? It is a great article .

Corydoras atropersonatus are found in amongst leaf litter where the water is acidic, so be aware that although the will exist in a neutral pH, they tend not to be as resilient to disease and infections or be as sharp in colouration at that level. It may be best if you check on the water requirement...

I too kept these in a 20 gallon (imperial) for some time. Like Shane says they are not very active; unless it is feeding time, and they do like some areas to disappear into and they do, do better with a good current in the water. I think that some sources that show a photo of a Pseudolaguvia species...

Hard one to say exactly what wrong; however, try treating with a wide range bacteria remedy and keep an eye on things. Something like Melafix.

I saw this about 20 years ago on a very large Royal Panaque (20"+) The guy was a very experienced Fish keeper of some reknown; unfortuneatly he was unable to cure it and if I remember correctly he tried everything. I have never seen this since until now. Hopefully one of todays diagnosis and me...

The nitrate levels are a tad high, which will be a factor in secondary infections of catfish that require a high level of good water quality. Sounds as it is a secondary infection of some kind. Usually, the skin will heal by itself, but something has to be causing periodic inflamation.
