I'd read this as this position was unclear? In other words, the description may have been published in a non-electronic format and then you'd need to check that that didn't have the registration details in it. It's not only the species names that are nomina nuda. The new genus name remains a nomen nudum until published in a Code-compliant way.

Anything named in a dissertation is not an available name, according to the Code. I think it’s poor form for Planet to be propagating nomina nuda.
