Layout on phones etc narrow

The issue is that anything right of (as I found) 290 pixels on screens smaller than 700 pixels wide (i.e. phones, smaller tablets) is not used. This issue looks like this:

Investigating the issue using google chrome and its nifty device emulation feature.

The issue is fixed (although it's one of those that I know what made the problem happen, but the fix didn't make a lot of sense). Anyway, the page should now look something like this on such smaller devices (in this case, chrome running on an iphone 5).
