Battle With My Clown Loach!!!

me and my biggest clown have been fighting for about a week now.
It seems that he doesnt like gravel in his PVC pipe, but its the only way i can weigh it down!!!
every morning, im shocked to see him sitting on the bottom ( with a big grin) and a piece of pipe floating around on the surface!!

Is siliconing gravel on the outside the only answer?

Silicone a piece of terracotta tile to it.
