And I'm 100% sure, IF there is some conspiracy to prevent hobby breeding, it would probably not be the poor, uneducated fisherman that makes that decision. It would be the guys (and gals) at the exporter, higher up in the chain. But if they are not easy to breed, you'd pretty much give away half your profit by disposing of the females.
