Disable new threads in resolved bugs?

Jools, I have in the past few weeks had to move at least a couple of threads from resolved into bugs. Would it be difficult to only allow moderators to actually create new threads in that forum?

What are the circumstances, I mean, are they resolved issues that weren't really resolved, or were they just posted in the wrong place?

They were posted in the wrong place as far as I can tell. If someone wants to comment on a unresolved bug in resolved, then there are two valid options:
1. comment within the post relating to the resolution and point out what isn't resolved about it.
2. post a new bug in the Site Suggestions and Bugs.

Posting a new post in "resolved" isn't really right, do you think?

Agreed. Registered users can no longer start new topics in the resolved forum, however mods and admins can.
