cat-e-log states 46mm SL however the pictures show a fish much larger indeed,over double that in SL - should the size be increased?

Based on the picture I'd say you're right - although I think 92 mm is a bit too much. How about 75 mm/ 3" SL?
Btw: Mees refers to only 4 specimens ranging from 32 - 46 mm; that may also explain why he couldn't find any visual sexual differences wrt the anal fins. His specimens were probably just too young/small to have a genital papilla.
