'Site Suggestions and Bugs' off limits ?

'Site Suggestions and Bugs' off limits ?

When I click on 'Site Suggestions and Bugs', I'm told that only moderators are allowed to read that forum. Is this a temporary bug or is there another reason why that particular forum is off limits to us ordinary users ?
