Unfortunately, your video doesn't give us much to go on. From the banding pattern over the head (just in front of the dorsal fin) and from the mouth shape, I'd say it's a Hypancistrus, but that's about as far as I can go. First, they are in the group of black-striped Hypans, which are notoriously difficult to tell apart unless they are full grown and even then it helps to have catch location information. Second, yours look small, which means adult color pattern hasn't matured yet.
Maybe someone else can get more info from that video, but I can't. Sorry.
As the rest have already stated..... pictures in a specimen container from the side would be very helpful! To me it looks like a Peckoltia.... possible L38/L80 or Zwerg but that is just a guess at this point without good pictures.
Yes Peckoltia is a distinct possibility. When I watched your video, I was thinking stripes of a Hypan but body of a Panaqolus... Which is pretty much how I think of Peckoltia.
