Yes L98 seems to be a variation of normal Hypancistrus zebra and should be considered to be as one.
As far as I know very little has ever been exported so pretty unlikely you will ever find them in shop and if you do you will probably pay a very highed priced for an Hypancistrus zebra that just has a strange coloration, in case of offspring it is pretty sure that the young will show common Hypancistrus zebra coloration..
