Black Lancer Catfish w/white spot?

My Black Lancer cat appears to be sick...it looks similar to white spot, may actually be white spot but I'm not sure. His eyes are cloudy, his skin looks a bit off and there are a few white dots. None of the other fish (couple of Plecos, bristlenose cats, spiny eel, marbled headstander and a siamese tigerfish-its a divided 5ft tank) in the tank seem to be in poor health. I only noticed the Lancer yesterday and all I've done so far is to raise the temp. to 30 degrees.
Could this be a bacterial infection of some kind? Is there any other action I can take as far as treatment is concerned?
PH is about 7
No ammonia or nitrite
Haven't tested the GH/PH yet but hes been living in the same tank w/the same water cond. for 1.5 yrs so I can't imagine its something to do with water parameters.
Any help will be much appreciated :D

It might also be velvet (though the spots would be more numerous and yellow rather than white). A pic would help.
If it's white spot, a dose of medication would help (read this for ideas).
