I need an algae cleaner for a 20 gallon aquarium

This thread is one that is pretty much continued from my other thread in Tank Talk about a 10 gallon aquarium. The problem is, I'm not getting a new 10 gallon aquarium. I now have a 20 gallon! One of the most likely candidates for the role of algae cleaner seems to be what is known as a rubberlip pleco in Petsmart. Could this just be another name for the rubbernose pleco? I was thinking of setting up a river tank w/out powerheads , as I do not have much experience with them, and am not prepared to do step by step plumbing at the bottom of the alrady filled 20 gallon.
Siphoning neon tetras through a small hose can be harmful to their health.
