can anyone tell me what size L046 are when they start breeding?

2.5-3" tl? (i think that is what I remember reading, not 100% though.)

Yes, about 2.5-3" sounds right. They grow marginally bigger than that, but not a lot.
In other words, when they are about 3 years old.
