Can't find info on legality re: Wels
Word of mouth has everybody on edge, but I've heard some people say Wels aren't actually illegal in America. Anybody know for sure?
An opportunity to routinely impose a statement... I'll pass. ;)

I don't see them on the Federal list (first web link above). They may be banned in one form or another on a state-by-state basis, like they are apparently in Ohio. Check with your state natural resources department to find out if they are legal where you are.
