Would like to know more about the situation in this video. Where was the video recorded? What are the water conditions? I'm inferring that dissolved oxygen is low, or is this just an odd behavior of a fish in an unnatural setting?

Sometimes plecos learn to eat from the surface, if it was low oxygen, they don't go upside down like this rather gulp air with just their noses at the surface.
