Do these pieces of slate look safe for a tank. I plan on soaking in boiling water and giving a good scrub. But does the rusty looking parts mean that they have harmful minerals in them.

Completely safe, inert rock. If you want to be really sure, just boil them in tap water. If you scrub them (you don't need to) then use a brand new implement - but really that is a waste of time.
