Here's a link that might help, which I states the following for treatment...
If caught early, treatment with antibiotics may be effective against bacterial dropsy. Kidney failure due to other factors, while not infectious, is usually untreatable. Attempt treatment in a separate container. Maintain optimum water quality in the main aquarium and feed a good diet to prevent other fish from succumbing.
