Its perfectly possible the angelicus are eating the neons, although at 3 inches it's iffy; were they larger I would say certainly, although angelicus isn't a piscavour by nature, they would eat them while the neons were sleeping as a matter of course.
However, you failed to mention what else in the tank is 'bigger than the neons'. Are there any other catfish species? Doradids (notably Platydoras costatus) and commonly available pictus cats adore a neon dinner. A list of your fish would be helpful in pointing out the culprit.
By the way, you can feed angelicus in daylight; they will adapt quite readily.
