According the Revision of Parauchenoglanis P. monkei is synonym for P. guttatus.
At Cat-eLog photo #3 of Parauchenoglanis balayi looks more P. altipinnis.

I think we have been through this before...checklist of Catfishes(2007) still has P.monkei as valid as does fishbase...I can not remember off hand why though.According the Revision of Parauchenoglanis P. monkei is synonym for P. guttatus.

I do not see it being P.altipinnis...for me it seems P.altipinnis is one of the easier to ID...mind you the pic you mention does have sort of a high dorsal but not overly high.At Cat-eLog photo #3 of Parauchenoglanis balayi looks more P. altipinnis.

Catalog of fishes still have monkei separate from balayi. CoF is usually quite quick at updating things - but it could of course be a "missed that one".
